Welcome to Shape Your City Saint John

The City of Saint John is working to reimagine Charlotte Street from Union Street to Broad Street to improve safety and access for all users of the transportation infrastructure. We want to hear from you as part of this process and hope that you will take a few minutes to review the preliminary conceptual design and complete a short survey.Council priorities, MoveSJ and the Central Peninsula Secondary Plan all point to a more balanced transportation system that will be realized with this project. Charlotte Street has been specifically identified as a key transportation corridor connecting the Uptown and South End areas of the central peninsula and one that should improve access for all users of the transportation infrastructure.The proposed project involves the following elements:<ul><li>Bike lanes: The installation of a dedicated bike lane on the west side of the street. </li><li>On-Street Parking: On-Street parking will be permitted on the east side of the street only. Existing metered and time limited parking spaces on the west side of the street between King Square South and Queen Square North will be removed. The current alternate side on-street parking between Queen Square North and Broad Street will be replaced with on-street parking on the east side of the street only. There will no longer be a need to switch which side of the street vehicles are parked twice a month.</li><li>Direction of Traffic Flow: The direction of traffic flow will be changed between Duke Street and St. James Street by removing the two-way traffic flow and only allowing traffic to flow one-way in a southerly direction. Traffic will now flow in southerly direction only from Union Street to St. James Street. Two-way traffic will be maintained between St. James Street and Broad Street to support the development and operation of the new school.</li><li>Pedestrian Crossing Enhancements: Other proposed enhancements include addition of curb extensions, raised crosswalks, Rectangular Rapid Flashing Beacon (RRFB) at identified crosswalks and Tactile Warning Surface Indicators (TWSI) at various locations.</li></ul>The reimagining of Charlotte Street will not be without its difficulties. One of the largest impacts to be seen will be the amount of on-street parking that will be available. As a result of the proposed changes, there will be a net reduction of approximately 25 on-street parking spaces on Charlotte Street. There will be approximately 18 metered spaces removed between Union Street and Duke Street and approximately seven spaces removed between Duke Street and Broad Street. The reduction in on-street parking reinforces the City&rsquo;s goal of being a modern, progressive community that supports growth by shifting the focus to other, more active forms of transportation.The reconstruction work required to complete the transformation will be staged over the next number of years and will be combined with other planned work to maximize the use of available resources. The conceptual design provided as part of this consultation is preliminary at this stage and represents the high-level goals of the project. As each section of Charlotte Street is worked on, more detailed analysis will be undertaken to identify each specific enhancement that will be included in the final design.

Community Energy Action Plan: Transitioning Saint John to net zero by 2050The City of Saint John, in partnership with Saint John Energy, is currently developing a plan to transition the City to net zero greenhouse gas emissions by 2050.The Community Energy Action Plan (CEAP) will provide a path forward for Saint John to reach its goals and develop priority actions such as generating local renewable energy, creating greener infrastructure and transportation, and reducing emissions from organic waste. The CEAP aligns with Council&rsquo;s priority of Green by encouraging sustainable growth, continuing green practices and investing in climate adaptation initiatives. The CEAP will inform and provide a coordinated approach to addressing emissions and provide direction to update current City policies, plans, programs, and practices.The plan will incorporate technical analysis and community input to design an achievable strategy for the Saint John community to collaborate and reduce greenhouse gas emissions in response to the climate crisis. Residents had the opportunity to learn about the Community Energy Action Plan, engage in discussion around the steps the City is taking to achieve its energy goals and understand how their insights will contribute to achieving those goals.

Fundy Quay development overview The Fundy Quay project and the redesign for the Market Slip area is well underway. The project will include private investment for the development of a mix of retail, residential, and commercial spaces, along with a new seawall, several interactive and accessible public spaces, and an extension of Harbour Passage. The multi-phase mixed use development by Fundy Harbour Group will include five buildings having a total floor area of 69,700 square meters. At full build out this project will add 677 top-tier dwelling units and over 400 internal parking spaces. The ground floor of each building will be commercial/retail space to offer a vibrant public experience to the site. While work to extend the restaurant patios along the waterfront is part of the project, they will remain open for patrons to enjoy during the 2023 summer season.The public spaces and seawall portions of the project are supported by funding from the Government of Canada, the Government of New Brunswick, and the City of Saint John. The Action Plan will identify the actions needed to guide the community&rsquo;s response to maintain and create safe, suitable, and affordable housing options for all Saint John&rsquo;s residents.Every household should have access to housing that is affordable, adequate, and suitable to the household size, individual needs, and income. Affordability considers housing costs to a household&rsquo;s total income. Canada Mortgage and Housing Corporation defines affordable housing as housing that a single person or household can afford to rent or purchase without spending more than 30 percent of their before-tax income.The housing market can be viewed as a continuum where the supply of housing responds to the range of housing needs in a community. Unfortunately, due to social, economic, and geographic factors, the full range of housing needs in a community is not always met in the private housing market. This is especially true for individuals and families with low incomes or for persons with unique housing needs. The housing needs of these groups are often met by non-market housing options provided by the public and non-profit sectors.The Action Plan will address any gaps in the Saint John housing continuum related to supply and affordability. The strategic directions, policies, and actions in the implementation framework are expected to focus on the transitional and supportive housing, non-market rental housing, and low-end market rental components of the housing continuum, targeted to the priority groups in need.The project has three key deliverables:<ol start="1" style="margin-bottom:0in;margin-top:0in;" type="1"><li style='margin-top:12.0pt;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;line-height:115%;font-size:15px;font-family:"Calibri",sans-serif;color:#414141;background:white;'>To develop a housing needs assessment using the latest statistical and demographic data</li><li style='margin-top:12.0pt;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;line-height:115%;font-size:15px;font-family:"Calibri",sans-serif;color:#414141;background:white;'>To develop an affordable housing action plan, informed data and stakeholder and community engagement, to address Saint John&#39;s affordable housing needs</li><li style='margin-top:12.0pt;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;line-height:115%;font-size:15px;font-family:"Calibri",sans-serif;color:#414141;background:white;'>To develop an implementation program that monitors the key performance indicators of the Action Plan</li></ol>To develop an informed affordable housing action plan, a housing needs assessment is required. Unlike a traditional housing market study, the housing needs assessment will determine any gaps in the housing continuum. This is a specialized task requiring the assistance of professional consultants.A Request for Proposals process was undertaken by the City&rsquo;s Supply Chain Management. The RFP process closed on October 1, 2021. In October, the proposals of five interested firms where reviewed. On November 15, 2021, Common Council accepted the recommended proposal submitted by SHS Inc.SHS Consulting and Re|fact Consulting are working together to provide the professional consulting services for this project, which includes the development of the project documents and the stakeholder and community engagement program supporting this initiative.
