Building a Safer, Stronger Saint John
The City of Saint John is launching two new pilot initiatives to strengthen safety, resilience, and shared responsibility across our community.
Community Safety & Security (CSS) Team
The CSS Team is a 24/7, non‑police community safety presence serving Waterloo Village, Uptown Saint John, and the Thorne/Rothesay Avenue corridor.
Staffing: Two trained security professionals per shift, licensed and experienced in de‑escalation, trauma‑informed practice, and mental health awareness.
Focus: Addressing nuisance and public disorder issues through proactive patrols, respectful de‑escalation, voluntary compliance, and referrals to appropriate services.
Support line: A dedicated phone number is available to businesses, shelters, property managers, and community partners in the service area.
Response model: Proactive patrols combined with dispatched responses to non‑emergency concerns. Police, Outreach, or EMS are engaged only when necessary.
Pilot program: Delivered over two years, with results measured through data and shared regularly with the Public Safety Committee.
Community Resilience Fund (CRF)
The CRF is a two‑year pilot grant program designed to help small businesses and non‑profit organizations manage the impacts of crime and visible disorder.
Funding:
Up to $7,500 per business or non‑profit per year.
Up to $25,000 for collective projects led by Uptown Saint John Inc. or groups of four or more businesses applying jointly.
Eligible applicants: Registered small businesses, local non‑profits, commercial property owners leasing to small businesses, Uptown Saint John Inc., and mixed‑use/multi‑unit developments under construction.
Application cycles: Accepted twice per year, with grants awarded in April and September. The first intake runs December 1, 2025 – March 31, 2026, with awards in April 2026. Eligible expenses for this round include costs incurred between September 1, 2025 and March 31, 2026.
Together, these initiatives balance immediate response with long-term prevention, advancing Council’s GROW and BELONG priorities.
