Are you passionate about the North End? Do you want to shapethis community for the future? Join our Advisory Committee! The City is recruiting for members of the Public to join the North End Neighbourhood Advisory Committee. We are looking for people who live, work, or volunteer within the North End Plan Area (see map above). What is an Advisory Committee?The Neighbourhood Advisory Committee will be an 11-person committee appointed by Common Council to provide feedback and advice on the goals, objectives, policies, and implementation for the North End Neighbourhood Plan. They will offer support and advice to city staff and the consultants, as well as the Growth Committee and Common Council as requested.The Committee will champion the Plan within the community, promoting and encouraging the public to participate in the public engagement process. What will be the Role of Committee Members?The Advisory Committee will help review the feedback gathered from the community and ensure that the Plan reflects the neighbourhoods it includes: Some of the responsibilities of the Committee will be:<ul style="list-style-type: disc;margin-left:26px;"><li>Offer advice and feedback to staff and the consultants</li><li>Support and promote the public engagement process </li><li>Help ensure transparency during the process.</li><li>Help define the vision, goals, and objectives of the plan</li><li>Help provide recommendations on reports, policies, maps, and sub-neighbourhood boundaries.</li><li>Act as Ambassadors for the Neighbourhood Plan </li></ul> Committee members will be expected to attend regular project meetings. Who will be on the Committee?The Advisory Committee will be appointed by Common Council and will include 11 people:<ul style="list-style-type: disc;margin-left:undefined;"><li>Two members of Common Council.</li><li>Nine community members, including:<ol style="list-style-type: circle;"><li>One representative proposed by ONE Change.</li><li>One representative proposed by the Crescent Valley Resource Centre.</li></ol></li></ul> Who should join the Committee?The members of the Committee should be diverse and represent the broader community. They must either live, work, or regularly volunteer within the Plan boundary.We will also take into consideration other criteria including:<ul style="list-style-type: disc;margin-left:undefined;"><li>Age</li><li>Gender</li><li>Socioeconomic status</li><li>Interest, knowledge, or technical skills such as:<ol style="list-style-type: circle;"><li>Economics, diversity, education, culture, community development, architecture, and environment</li></ol></li><li>Developers, business owners, commercial property owners</li><li>Renting vs owner occupied residents</li><li>The ability and willingness to serve as an ambassador of the North End Neighbourhood Plan and to actively promote the public engagement sessions to the wider community</li></ul>Those interested should be sure to provide ample details in the application. North End Neighbourhood Plan overviewA Neighbourhood Plan (also known as a Secondary Plan) is a document created to shape growth and development in a certain part of the City. The plan is created with the help of community members, to make sure that it represents the character of the community and highlights the interests of the public through creating thoughtful policy and action items. In 2019, Saint John adopted the Central Peninsula Secondary Plan as the first neighbourhood plan. We are now creating our second neighbourhood plan that will focus on the North End of the City.The first step in a Neighbourhood Plan is defining a boundary of the area that will included in the Plan. A variety of factors must be considered when creating a boundary including:<ul><li>The amount of land to be included</li><li>Natural and man-made boundaries such as rivers and highways</li><li>Census Tracks</li><li>Existing neighbourhoods (such as the Old North End and Crescent Valley)</li><li>Important community spaces such as schools and parks</li></ul>A plan must be the right size so that the Plan can be thoughtful and reflect the neighbourhoods that it includes.During initial planning stages, City staff engaged with two major North End community groups to draft a boundary map that incorporates several established neighbourhoods and important commercial areas but does not include Milledgeville or Rockwood Park.The North End Neighbourhood Plan aims to create a proposal for the revitalization of the entire plan area, but will also focus on the specific needs for the unique neighbourhoods within the boundary area. While the official boundaries of these neighbourhoods have not yet been defined, the public will be engaged during this process to ensure these boundaries and policy are suited to their communities. Similar to the Central Peninsula Plan, neighbourhoods are created to deal with unique elements of each community and will look to grow and enhance these neighbourhoods while protecting the things that make them unique and special.The City is asking for feedback from the public regarding the drafted Boundary Map. We eagerly welcome any comments and feedback regarding thoughts on the proposed boundary of the whole area. The intent is to finalize the boundary map before moving forward with the next steps of the plan, including engaging the public to identify the neighbourhood boundaries for the Plan.Community EngagementThe creation of the North End Neighbourhood Plan relies on feedback from community members, particularly those who live, work and play within the Plan boundary. Community Engagement will take place throughout the planning process. This will be done through a variety of events and online engagement tools, aiming to reach as many people as possible. This will include in person events, online engagement tools, and by sharing information on the Shape Your City Page for this project. A North End Neighbourhood Plan Advisory Committee that includes community members will also be created.For the first stage, we are looking for public comment and feedback on the proposed North End Neighborhood Plan Boundary Map (seen above). We are collecting comments and feedback until May 6th, 2024. Please submit your comments to the forum below.CommitteeOne of the next stages of the plan will be to create a Neighbourhood Advisory Committee. The Committee will be established to help shape the development of the Plan. Working with City Staff and a Consulting Firm, the Committee Members will make sure that the Plan reflects the unique character of the Community and Neighbourhoods. Terms of Reference will be established and published as well as a call for applications to the committee in the coming weeks.Neighbourhoods:The formal boundary of the included neighbourhoods has not yet been defined but there will be several of them. The communities themselves will be engaged during this process to define these neighbourhoods to ensure boundaries and policy are suited to these unique communities. Like the Central Peninsula Plan, these neighbourhoods are being created to deal with unique elements of each community and be personalized for their area and the character that defines them.

North End Neighbourhood Plan

The City of Saint John is working to reimagine Charlotte Street from Union Street to Broad Street to improve safety and access for all users of the transportation infrastructure. We want to hear from you as part of this process and hope that you will take a few minutes to review the preliminary conceptual design and complete a short survey.Council priorities, MoveSJ and the Central Peninsula Secondary Plan all point to a more balanced transportation system that will be realized with this project. Charlotte Street has been specifically identified as a key transportation corridor connecting the Uptown and South End areas of the central peninsula and one that should improve access for all users of the transportation infrastructure.The proposed project involves the following elements:<ul><li>Bike lanes: The installation of a dedicated bike lane on the west side of the street. </li><li>On-Street Parking: On-Street parking will be permitted on the east side of the street only. Existing metered and time limited parking spaces on the west side of the street between King Square South and Queen Square North will be removed. The current alternate side on-street parking between Queen Square North and Broad Street will be replaced with on-street parking on the east side of the street only. There will no longer be a need to switch which side of the street vehicles are parked twice a month.</li><li>Direction of Traffic Flow: The direction of traffic flow will be changed between Duke Street and St. James Street by removing the two-way traffic flow and only allowing traffic to flow one-way in a southerly direction. Traffic will now flow in southerly direction only from Union Street to St. James Street. Two-way traffic will be maintained between St. James Street and Broad Street to support the development and operation of the new school.</li><li>Pedestrian Crossing Enhancements: Other proposed enhancements include addition of curb extensions, raised crosswalks, Rectangular Rapid Flashing Beacon (RRFB) at identified crosswalks and Tactile Warning Surface Indicators (TWSI) at various locations.</li></ul>The reimagining of Charlotte Street will not be without its difficulties. One of the largest impacts to be seen will be the amount of on-street parking that will be available. As a result of the proposed changes, there will be a net reduction of approximately 25 on-street parking spaces on Charlotte Street. There will be approximately 18 metered spaces removed between Union Street and Duke Street and approximately seven spaces removed between Duke Street and Broad Street. The reduction in on-street parking reinforces the City&rsquo;s goal of being a modern, progressive community that supports growth by shifting the focus to other, more active forms of transportation.The reconstruction work required to complete the transformation will be staged over the next number of years and will be combined with other planned work to maximize the use of available resources. The conceptual design provided as part of this consultation is preliminary at this stage and represents the high-level goals of the project. As each section of Charlotte Street is worked on, more detailed analysis will be undertaken to identify each specific enhancement that will be included in the final design.

The Action Plan will identify the actions needed to guide the community&rsquo;s response to maintain and create safe, suitable, and affordable housing options for all Saint John&rsquo;s residents.Every household should have access to housing that is affordable, adequate, and suitable to the household size, individual needs, and income. Affordability considers housing costs to a household&rsquo;s total income. Canada Mortgage and Housing Corporation defines affordable housing as housing that a single person or household can afford to rent or purchase without spending more than 30 percent of their before-tax income.The housing market can be viewed as a continuum where the supply of housing responds to the range of housing needs in a community. Unfortunately, due to social, economic, and geographic factors, the full range of housing needs in a community is not always met in the private housing market. This is especially true for individuals and families with low incomes or for persons with unique housing needs. The housing needs of these groups are often met by non-market housing options provided by the public and non-profit sectors.The Action Plan will address any gaps in the Saint John housing continuum related to supply and affordability. Unlike a traditional housing market study, the housing needs assessment will determine any gaps in the housing continuum. This is a specialized task requiring the assistance of professional consultants.A Request for Proposals process was undertaken by the City&rsquo;s Supply Chain Management. The RFP process closed on October 1, 2021. In October, the proposals of five interested firms where reviewed. On November 15, 2021, Common Council accepted the recommended proposal submitted by SHS Inc.SHS Consulting and Re|fact Consulting are working together to provide the professional consulting services for this project, which includes the development of the project documents and the stakeholder and community engagement program supporting this initiative.
